Changes to Food Stamp Program SNAP Coming in November

Sweeping changes to the federal food stamp program, officially known as SNAP, are set to begin rolling out this November under the newly enacted One Big Beautiful Bill Act. The legislation represents one of the most significant overhauls of food assistance policy in decades, affecting nearly every aspect of how the program operates.

According to projections from the Congressional Budget Office, the bill will reduce federal SNAP funding by an estimated $187 billion through 2034. Supporters of the law describe these reforms as a necessary modernization of the system, while critics argue that the cuts could place millions of low-income households at serious risk.

A central element of the overhaul involves stricter eligibility requirements. These changes are expected to limit access to benefits, particularly for adults without dependents, while also shifting more administrative responsibility to individual states. As a result, many states are preparing for increased costs and more complex implementation challenges.

Estimates suggest that once the reforms are fully in place, around 2.4 million Americans could lose SNAP benefits in an average month. This includes individuals who may no longer meet updated work requirements, as well as those excluded due to revised income limits and stricter documentation rules.

Work requirements themselves will expand under the new law, reinforcing existing rules that require certain adults to verify at least 80 hours of work per month. While supporters believe these measures will promote self-sufficiency and reduce reliance on aid, opponents warn that many recipients already work in unstable or low-paying jobs and could be unfairly affected, especially those facing barriers like limited childcare, unpredictable schedules, or health issues.
